ANDHRA PRADESH  

General 

1.         2 percent reservation in Group II‑B and IV posts.   

2.         5 percent reservation in fresh water pond culture, Fresh water fish seek production and brakish water pond culture. 

3.         For self‑employment schemes financial assistance being rendered through AP State Financial Corporation.   

4.         Ad‑hoc grant of Rs.2,000/‑ towards self‑employment in petty business.   

5.         The State has made a provision for providing interest subsidy to ex-servicemen for self‑employment ventures.   

6.         Every year 20 to 50 Ex-servicemen and widows of ex-servicemen are allotted metal bunks for self‑employment ventures.  

7.         The Govt of Andhra Pradesh have reserved seats for admission of the children of ex-servicemen and serving personnel in the various technical vocational courses at various institutions.* 

8.         Cash awards to winners of Gallantry Awards.  These are given at Appendix 'E'.   

9.         Free legal assistance to ex-servicemen and their dependents where the Govt is not a party.  Request for legal assistance can be made to the concerned Distt. or Taluk Legal Aid Committee.

 10.       District Collectors are competent to sanction old age/widow's pension in deserving cases, including ex-servicemen @ Rs.75/‑ p.m.  

11.       War Jagir allowance by State @ Rs.150/‑ p.a. for one child and Rs.50/‑ p.a. for every additional child w.e.f. 19 Mar 94.  

12.       Ex‑gratia grants to all ranks who are seriously disabled and are invalidded out of service ‑ Rs.5,000/‑.

13.       A stipend of Rs. 250/- p.m. from specil fund for R&R of ex-servicemen for undergoing OJT.

14.       Financial assistance to ex-servicemen in distress.

15.       Funeral expenses up to Rs.1,000/‑ in case of death of an ex‑Serviceman.  In case of death of widow or child of ex‑Serviceman, Rs.750/‑ and Rs.500/‑ funeral grant being sanctioned respectively.  

16.       Marriage grant of Rs.1,500/‑ to daughters of widow of ex-servicemen upto two daughters. Financial grant for intercaste marriage Rs.3,000/‑ and widows re‑marriage Rs.5,000/‑ is also given.  

17.       Monthly maintenance grant, maximum Rs.100/‑ being sanctioned as relief towards maintenance to incapacitated ex-servicemen/widows.  

18.       Maintenance grant of Rs.900/‑ p.m. to disabled ex-servicemen undergoing training at QMTI. 

19.       Financial assistance of Rs.300/‑ p.m. to II World War Veterans, Rs 200/- for widows of WWII and Old Age Pension Rs. 75/- p.m.    

20.       Exemption from examination fee for APPSC.

21.       Re-imbursement of tuition and other fees levied by Govt. approved colleges/educational institutions.  Grants of book/equipment allowance and re-imbursement of 60 percent of study tour expenses.

22.       Ex-servicemen suffering from T.B. are treated at par with NGOs of the State for admission to Govt T.B. Medical Institutes.  Also free medical treatment in Govt hospitals for ex-servicemen is available.

23.       The State Govt have reserved 2-3 percent houses under HIG/MIG/LIG and EWS Income Group Housing Schemes for serving personnel and ex-servicemen.  

24.       Reservation of 5 percent of Industrial Plots/Sheds for ex-servicemen.

25.       Exemption from property tax for one house/property of ex-servicemen/their widows/serving personnel when it is occupied by the widow/ex-Serviceman and by the family in case of serving persons.

26.       Sainik Rest Houses in Andhra Pradesh.  See Appendix ‘F’. 

27.       Sales tax on goods sold to service personnel and ex-servicemen through unit canteens is exempted vide GO No.256 dated 11 Feb 58 of Revenue Deptt.  

28.       Ex-servicemen are given preference in allotment of route/national permits by State Transport Authorities.  

29.       Priority is given for allotment of auto‑rickshaws. 

30.       Govt of Andhra Pradesh has equated Defence Service Trades with Civil trades vide G.O. Ms. No.16, Dt 12 Apr 99 of Labour Employment & Training and Factories (Emp) Department.

Benefits for war widows/dependents of those killed/disabled in war including casualties of Op Pawan and Op Meghdoot

31.       One compassionate appointment to the dependent of Armed Forces personnel “Killed in action” / disabled in action is presently available .

32.       Employment is provided on compassionate ground to the dependents. 

33.       Cash grant  Rs.5,000/‑ to dependents of those killed in action or war disabled    ex-servicemen discharged from service.

34.       2.5 acre of wet land and 5 acres of dry land. 

35.       Free education upto all levels. 

36.       Admission to the children of Defence Personnel Killed in Action / Disabled in Action in OP VIJAY  into the A.P. Residential Schools, with fee (including boarding and lodging) exemption.

37.       Allotment of house/plot/house site 50/100 sq. yards and agriculture land.

38.       Grant to war widows for daughter’s marriage at the rate of Rs.1,500/‑ per daughter   (upto two daughters).

39.       75 percent concession in bus fare. 

40.       Allotment of metal kiosks.   

41.       Allotment of Oil/Kerosene/Gas Agencies.

42.       An amount of Rs 5.00 lakhs (Rupees Five lakhs) would be given to NOKs of Armed Forces Personnel killed in action in “OP VIJAY”.

43.       Cash grant of Rs 1.00 lakh (Rupees One Lakh) to Armed Forces Personnel disabled in action.  

44.       In case of Armed Forces Personnel killed in action / disabled in action in “OP VIJAY” whose native place is a rural area, the allotment of house site would be upto 300 Sq yards at the native place. In case of the native place being an urban areas in addition to house site allotment facility already available under the existing rules, out of turn allotment of one residential flat / house in an APHB project would be made available on cost basis at the rate applicable.

ARUNACHAL PRADES 

General

General

16        Preference in reservation of house sites/houses for ex-servicemen.

15.       Rs. 300/- p.m. as pocket money to ex-Servicemen patient of TB and Leprosy getting treatment in a recognised Sanatorium.

16.       Financial assistance of Rs. 300/- p.m. to totally bed-ridden ex-Servicemen.

17.       25 percent of the course fee reimbursement to the wards of ex-Servicemen & widows (Personnel Below Officer Rank category only) on successful completion of career oriented courses from Army Wives Welfare Association Vocational Institute and Air Force vocational College, New Delhi.

18.       5 percent seats in Delhi Institute of Hotel Management & Catering Technology.

19.       Reservation of 10 percent seats in college of Arts, 20-22, Tilak marg, New Delhi -110 001.

20.       Reservation of 3 percent seats in two years diploma courses in elementary Teachers Education in 9 institutions through State Council of Education Research & Training, Varun Marg, Defence Colony, New Delhi – 110 024.

21.       Reservation of 5 percent seats in each polytechnic, College of Pharmacy, Pushp Vihar and Food Craft Institute for wards of ex-servicemen.

22.       Free medical aid in Govt hospitals.

23.       Rent Control Act has been amended to facilitate resumption of houses/flats by service personnel on their retirement.

24.       Priority allotment of flats to gallantry (Chakra series) award winners.

Rest House

25.       1 percent interest concession to ex-servicemen on loan taken from Delhi Finance Corporation.

26.       75 units of free electricity to widows and disabled ex-Servicemen by DVB.

27.       DDA shops allottees under the category of ex-Servicemen will be able to arrange finance to the tune of two thirds of the property price from Delhi Finance Corporation.

28.       Exemption of payment of fees for the recruitment of Group ‘C’ posts by the Govt of NCT of Delhi vide letter No. 27(1)/2000/P&P/3028 dt 24/8/2000.

29.       100 percent property tax exemption to war widows/ex-Servicemen who are Gallantry Award Winners for self occupied, not rented out property and 20 percent of Rs. 1000/- which ever is less as property tax rebate for ex-Servicemen & widows provided the house is in their name, is self-occupied and not rented out, which is applicable to only one unit of property.

Benefits for war widows/dependents of these service personnel killed/disabld in war including casualties of Op Pawan and Op Meghdoot

30.       Priority–IIA Employment for widows/dependents of service personnel killed in war/peace (death attributable to military service) vide Govt. of NCT of Delhi letter No. f.16/146/98/s-III/457 dt 24/2/99 

31.       Reservation of 5 percent seats in all the college of Delhi, Delhi Engineering College and Medical college of Delhi to the wards of ex-Servicemen/widows*

32.       DDA Flats for war widows/death attributed to military service –2 percent.

33.       Free travel in DTC buses on the ordinary city routes.

34.       Disabled – 0.5 percent.

Ex-gratia cash grant

35.       The Govt of NCT of Delhi has introduced a welfare scheme known as ex-Gratia Grant to those widows/dependents/Defence Personnel who are killed or disabled in war/counter insurgency operations, prisoners of war or missing in action. The scheme is effective from 17th September 2001 and applicable to bonafide Defence Personnel who have their permanently home address in their service record as National Capital Territory of Delhi at the time of joining Armed Forces.

36.       This scheme would provide the ex-gratia cash grants and other benefits*.

Note –The following new schemes for the welfare of ESM and dependents of Delhi have been introduced by the Govt of NCT of Delhi w.e.f. 24th June 2002-

37.       Merit Scholarship to wards of ESM – A scholarship of Rs. 400/- per month will be given to those wards of ESM who achieve 80% and above marks in Class X and Class XII. Children who achieve 90% and above marks will be given a scholarship of Rs. 600/- p.m. for the above examinations. They will continue to receive the scholarship at the above rates if they obtain 80% and 90% respectively while in college also for the next three years for any degree courses.

38.       Marriage Grant – An amount of Rs. 20,000/- will be given to the orphan daughter of ESM as Marriage Grant.

GOA

General

1.         Reservation of one seats each in the following colleges/courses for children of ex‑Servicemen. Medical and Dental Colleges, B Pharm, B.Arch, Nursing and ITI (one each).  2 seats in BE. 10 (various discipline) seats are reserved in Polytechnic.

2.         Reservation of 2 percent posts in Group 'C' & 'D'.

3.         Subsidy on interest as decided from time to time on loans taken by ESM from financial institutions for Small Scale Industries / Agro Industries.

4.         Stipend of Rs.250/‑ p.m. to ex‑Servicemen trainees in ITIs.

5.         Financial assistance of Rs 1200/- p.m. is given to World War II Veterans / widows of veterans or others who are not in receipt of pension.

6.         A grant of Rs 200/- provided to non-pensioners above the age of 65 yrs.

7.         Monthly grant or Lump sum grant provided to the bereaved families of jawans killed / wounded / missing or Indian Boarders since the year 1962 and who are registered in the state of Goa.

8.         Grant of Rs.4, 000/‑ for marriage of daughter of ex‑Servicemen.

9.         Financial assistance upto Rs.600/‑ p.m. is given to ex‑Servicemen/widow of ex‑Servicemen who are not in receipt of pension and in indigent circumstances.

10.       A House Repair grant to a maximum of Rs 5,000/- is provided for special cases.

11.       Rates of cash grant given to Gallantry/Distinguished Service Award winners. (Appendix ‘E’)

12.       Free medical treatment of ex‑Servicemen in Govt hospitals.   

13.       Funeral Grant of Rs 4000/- is provided to needy and deserving cases.

14.       Medical Reimbursement of Expenses for ESM / widows as per income criteria.

15.       Special Medical Reimbursement for serious diseases, like Cancer, Kidney, Renal, TB, Leprosy, Heart, By pass surgery etc @ Rs 5,000/-.

16.       Reimbursement of miscellaneous medical expenses incurred on purchases of the items/Services*

17.       3 percent reservation for house sites and houses for ex‑Servicemen.   Priority in allotment of Fair Price Shops.

18.       Rent Control Act amended to enable ex‑Servicemen to get rented houses back for their bonafide use.

19.       An award of Rs 300/- is granted for students who stand in the merit list in SSC/HSSC/CBSE Exam conducted in GOA.

20.       An award of Rs 500/- is granted to the wards of ESM representing Goa State in School Sports.

21.       Scholarship / Award / Incentive to the wards of ESM / Dependent as per the new scheme for parents in the above/below income group.

22.       Reimbursement of fees expended on courses like IAS, IFS, NDA, IPS, IRS, GPSC etc. held at recognised institutes.

23.       Exemption from payment of application/examination fees for ex-Servicemen and family members of those killed/disabled in action for recruitment in State Civil Service.

24.       Free legal aid for ex‑Servicemen/widows. Exemption from entertainment tax for cinema tickets.

25.       Free travel in Kadamba Transport Corporation buses within Goa State to World War-II veterans, Widows, handicapped/disabled ESM.

26.       NOKs of all martyrs will be issued Green Card, which enables them to priority treatment in all Govt Deptts/offices for their administrative work.

27.       Exemption from payment of Stamp duty/fees for ex-Servicemen and their widows for their personal benefits.

28.       A lumpsum Grant of Rs.5000/-is paid to the NOK on the death of pensioner.

29.       A sum of Rs.10, 000/-is paid as one time grant with a view to encourage ESM/widows to carry out Self-employment venture through ownership of Small Scale Enterpriseas per the scheme.

30.       Any candidate who joins the Territorial Army either in the Officer’s Rank or as Personnel Below Officer’s Rank is paid amount of Rs.2,000/-or Rs.1,000/- respectively with a view to encourage Govt./Public Sector servants and Goans.

31.       A sum of Rs.5000/-is paid to ESM who are domiciled in this State on reaching the age of 75 yrs. as One Time Grant.

32.       A grant of Rs.300/-p.m.is paid towards of ESM who are destitude/disabled/handicapped.

33.       A sum of Rs.10, 000/- may be reimbursed by the ESM/widows on production of legal bills from the lawyers.

34.       ESM /widows/spouses moving from local hospital to out station hospital may be eligible for reimbursement of Rs.5, 000/-towards Travel/incidental Expenses.

35.       A sum of Rs.300/-p.m.is paid as pocket money for Cancer, TB, and Leprosy patients.

36.       50% expenditure of courses fees subject to maximum of Rs.3, 000/-per head per course may be reimbursed toESM/widows undergoing courses recognized by the Directorate General Resettlement.

37.       A Cash Award of Rs.1000/-is granted to the Wards of ESM/widows representing Goa State in School/National/International Sports Tournaments.

38.       There is reservation quota of 2% for allotment of house sites/ houses to ESM and their families by the Goa Housing Board. 

HIMACHAL PRADESH

General

1.         15 percent reservation in each of the Groups ‘A’, ‘B’, ‘C’ and ‘D’ posts.

2.         Reservation for Jai Jawan Stalls – 5 percent.

3.         Preference to ex-Servicemen for the post of Jail Warden/guard posts.

4.         Loans to ex-Servicemen for self-employment through H.P. Ex-Servicemen Corporation.

5.         Grant of pension to the awardees/ parents or widows of winners of Victoria Cross and PVC @ Rs. 1,000/- p.m.

6.         Stipend of Rs. 250/- p.m. to ex-Servicemen trainee in ITIs.

7.         Old age pension of Rs. 150/- p.m. to ex-Servicemen of 60 years age who are not in receipt of pension. Income limit Rs. 5,400/-

8.         War Jagir allowance of Rs. 900/- per annum.

9          Maintenance grant of Rs. 600/- p.m. to disabled ex-Servicemen undergoing training in QMTI Kirkee.

10.       Cash grant, annuity and money in lieu of land to Gallantry Award Winners. (Appendix ‘E’)

11.       Grant of Rs. 5,000/- on the marriage of the daughter of a non-pensioner widow by State Govt.

12.       Financial assistance to widows of ex-Servicemen not in receipt of any pension Rs. 150/- p.m.

13.       Financial assistance to blind ex-Servicemen Rs. 100/-p.m.  Free training of any type, to blind ex-Servicemen for self-employment.

14.       Financial assistance to widows of ex-Servicemen at the time of death of their husband Rs. 500/-.

15.       Scholarship ranging from Rs. 20/- to Rs. 200/- are granted to ex-Servicemen/their dependents for various course.

16.       The dependent children of ex-Servicemen are considered on merit for the posts reserved for ex-Servicemen provided suitable ex-Servicemen are not available. Provision exists for carrying forward of unfilled vacancies by four years. 5 percent of seats in each ITI are reserved for ex-Servicemen and age limit is relaxed up to 45 years.

17.       Reservation of seats for wards of Defence personnel in professional colleges/Institutions Medical college –2 seats, Agriculture-2 percent and Polytechnic –10 percent Engineering college –4 percent/1 seat, In each ITIs-5 seats.

KARNATAKA

General

3.         Computer and Tailoring training to children of ex-Servicemen at concessional rate.

5.         War veterans/widows paid honorarium of Rs. 500/- p.m.

6.         War Jagir allowance is given to the parents whose one child/children are in the Army @ 450/- for one child, @ Rs. 600/- for two children and  @ 750/- for three children.

16.       2.5 percent of available seats in Polytechnics & 20 seats in TCH and 15 seats in B.Ed are reserved for the children of serving and ex-service personnel. In addition 70 and 50 seats each (total 120) in favour  of children of serving and ex-Servicemen are reserved in Engg Courses. 6 seats in MBBS, 2 seats in BDS are reserved for serving and ex-Servicemen respectively. 2.5 percent in Agricultural colleges and ITIs are also reserved for the wards of ex-Servicemen. Children of only those who at the time of joining Armed Forces have given any place in the present Karnataka as their permanent address are eligible to avail this facility.

General

6.         ITI reserved 5 seats and 20 seats in Nursing Training exist for wards of retired Defence personnel. There are no domiciliary restrictions.

Benefits from Benevolent Fund

17.       The activities under this fund are monitored by the Executive Committee of Rajya Sainik Board, on behalf of RSB, in quarterly meeting held in a financial year under the Chairmanship of the Hon’ble Minister of Sainik Kalyan. This fund is utilised in giving financial assistance for the welfare of ex-Servicemen, widows/dependents as well as for resettlement of the retiring ex-Servicemen in the form of grants to aid their re-employment and self-employment ventures. This fund is also utilised for construction of new hostels for Boys/Girls of ex-Servicemen.

18.       Subsidy/Interest subsidy of Rs. 5000/- to Max Rs. 17,000/- on loan upto Rs. 3 lakhs taken by the ESM for self-employment ventures.

19.       Old age financial grant of Rs. 700/- p.m. or Rs. 8,000/- one time for the ESM of 65 years/widows over the age of 60 years having no source of income.

20.       One time assistance of Rs. 10,000/- to NOK of personnel killed in action/other operations including physical casualty.

21.       Rs. 3,000/- for undergoing training for self-employment.

22.       Rs. 3,000/- is given to ESM/widows for denture and hearing aids.

23.       Financial assistance of Rs. 25,000/- and Rs. 50,000/- to the disabled soldiers having disability from 20% to 50% and above 50% respectively due to reasons other than war/operation (physical casualty).

24.       Rs. 2,000/- funeral grant for ex-Servicemen/widows.

25.       Rs. 60,000/- and Rs. 50,000/- is given to the War Widows and Widows of physical casualty respectively for construction of house.

26.       Education scholarship from Rs. 600/- to Rs. 7,000/- to the wards of ESM studying from XI std to post graduate and research level

27.       Reimbursement of tuition fee upto Rs. 5000/- to the children of ESM studying in non aided Govt institutions.

28.       Rs. 5000/- is given to the children of ESM studying out of State for courses not available in Maharashtra.

31.       The children of ESM attending preparatory/pre-training course of UPSC, Bank and other competitive exams are paid 50 percent charges of the training fee upto Rs. 2000/- maximum.

32.       The children of ESM who are studying in State Sainik Schools are given reimbursement of Tuition fees to the extent of Rs. 5000/-.

33.       The wards of ESM who have taken Driving Training are given reimbursement of 50 percent training fees maximum upto Rs. 1000/-.

34.       Rs. 5,000/- is given to the ESM/wife/widow of ESM/children of ESM who have performed outstanding activities in the field of sports, music, literature and dancing etc.

35.       Financial Assistance of Rs. 20,000/- for addition/alteration of own house to the disabled soldiers having more than 65 percent disability w.e.f. 01 May 2002.

36.       Financial assistance of Rs. 300/- p.m. to the ESM having blindness more than 65 percentage.

37.       Incentive to children of ESM who are undergoing computer education in recognized Government institutes are given upto Rs. 4000/-.

38.       Free medical aid in Govt hospitals/re-imbursement upto Rs. 40,000/- and Rs. 700/- p.m. for one year or Rs. 8,000/- one time for post operative treatment of major diseases i.e. Heart, Cancer, Renal, Paralysis.

39.       House loan subsidy to the extent of 10 percent or maximum Rs. 10,000/- whichever is less.

40.       Financial assistance for daughter’s marriage*.    

41.       Financial assistance to mentally retarded children of ESM*.

42.       The boarding charges are reimbursed to the children of ESM studying in SPI Aurangabad (Officers ward- 50 percentage, Ward of JCOs - 75 percent and Ward of OR 100 percent).

43.       Pocket money to the Wards of Offrs, JCOs and OR studying in NDA to the extent of 50%, 75% and 100% respectively.

44.       Free bus travel upto 2500 KMs per year to war widows and gallantry award winners of chakra series (PVC, MVC, VrC, AC, KC, SC).

Benefits from Special fund

(a)       Queen Mary’s Technical School -  Dependents of ex-Servicemen and disabled ex-servicemen taking training in Queen Mary’s Technical School are re-imbursed full fee upto Rs. 1800/- per year

(b)       Hostel Fees -  Dependents of ex-servicemen who do not get admission in military hostels or due to non-availability of hostels in particular station, staying in college/school hostels, is re-imbursed upto Rs. 300/- per months towards hostel fees.

MANIPUR

General

1.         Reservation in Group 'B' posts ‑ 2 percent, Group 'C' ‑ 3 percent and Group 'D' ‑ 5 percent.

General

3.         Immediate appointment to class III/IV Class posts to one of the dependents of those killed or permanently disabled in action. Disabled person himself is also eligible provided he is willing and capable to perform duty.

4.         Reservation of ex-Servicemen. 2 % in Industrial sheds and National permits, 5% in Jai Jawan Stalls and 3.5% in fair Price shops.

5.         Old age pension Rs. 100/- p.m.

6.         II World War Veteran pension Rs. 300/- p.m.

7.         Lump sum grant of Rs. 1,000/- to orphan children of deceased servicemen.

8.         Financial assistance to widows of ex-Servicemen at the time of death of their husband Rs. 1,000/-.

9.         Ex-gratia grant to next of kin of Officers and JCOs/Ors who are killed in action is Rs. 5,00,000/- and Rs. 3,00,000/- respectively. Grant to permanently disabled Officers and JCOs/Ors is Rs. 3,00,000/- and 1,50,000/- respectively.

10.       Providing free education including books and uniforms and full hostel charges to the children of those killed/permanent disabled in action studying from class I to class XII.

11.       To provide free education including books and uniform and full hostel charges to the children of those killed/permanently disabled studying within the State of Nagaland from Class I to Class XII or equivalent.

General

4.         One seat each in 15 Secondary Teachers Training Schools for wards of ESM.

5.         Rs.150/‑ p.m. to World War-II veterans and their widows who are not drawing any kind of pension.

6.         5% seats in Govt colleges / Institutions i.e. Engineering / Polytechnic & ITIs for Defence personnel coming on posting and children of ESM and their Widows.

7.         5% seats in Govt colleges for Defence personnel coming on posting.

8.         1% seat in Govt Colleges reserved for studies of son/daughters of ESM.

9.         Reservation of 5% seats in Engineering Colleges and One seat each in every Medical Colleges of Orissa for ESM.

10.       Free medical aid in Govt hospitals.

11.       Treatment, bacteriological examination and supply of medicines subject to availability in Govt Hospital.  (Income limit Rs.6,400/‑ p.a.).

12.       5 % reservation in allotment of houses/flats for ESM/Widows in Orissa State Housing Board Schemes.

14.       Five acres of Agriculture land is given to those ex‑Servicemen who served in certain specified areas during 26 Oct 1962 to 31 Jan 1964.

15.       Allotment of One Std. acres of land to landless ESM  upto the rank of NCOs within 5 Km village perimeter residence.

16.       Payment of reclamation charges for acres of land @ Rs 250/- per acre to those who have been allotted 5 acres of land.

17.       Establishment of monitoring cell -Monitoring Cell at the District level has been established for the welfare of ESM.

18.       One job will be provided as per eligibility to the dependent brother/sister or wife of deceased soldier in Orissa for martyrs of Op Vijay.

19.       Ex‑gratia grant to Next‑of‑kin of casualties of IPKF killed, wounded and missing is Rs.10,000/‑, Rs.5000/‑ and Rs.4,000/‑ respectively.

20.       Rs 2,00,000/- (Rupees Two Lakh) to NOKs of personnel killed in “OP VIJAY” Kargil sector.

21.       One plot 40 x 60 to be allotted at Bhubuneswar to the NOK of Op Vijay.

PUNJAB

General

1.         Reservation of 13% SEATS IN EACH OF THE group ‘A’, ‘B’, ‘C’ and ‘D’ posts. Vacancies are carried forward for two years. State has also amended recruitment rules in respect of age and educational qualification of ex-Servicemen.

2.         Ex-Servicemen are inducted at suitable levels in State Police Force.

3.         Reservation in allotment of Industrial Plots – 5%, Gas Agency – 7.5%.

4.         Loan to ex-Servicemen for self-employment ventures by Punjab Ex-Servicemen Corporation.

5.         Ex-Servicemen with 1st class certificate in education and 15 years service will be equated to Matric. An ex-Servicemen with Matric qualification and 15 years of service will be equated to Graduate. Age relaxation implemented in recruitment rules.

6.         Stipend of Rs. 300/- p.m. to ex-Servicemen trainees in ITIs.

7.         Maintenance grant of Rs. 900/- p.m. to disabled ex-Servicemen undergoing training at QMTI, Kirkee.

8.         War Jagir Allowance – Rs. 1,200/- per annum.

9.         Financial assistance of Rs. 2000/-, 1500/- and 1000/- to widow on death in harness of officers, JCOs and ORs respectively.

10.       World War Veteran/old age financial assistance of Rs. 300/- p.m. to non-pensioners. Age above 65 years, income limit Rs. 12,000/- p.a. Their widows are also eligible.

11.       Financial assistance to totally blind ex-Servicemen/totally blind widows. Rs. 300/- p.m.

12.       Financial assistance to paraplegic ex-Servicemen for construction of latrine and bathroom Rs. 20,000 (max)

13.       Maintenance grant to disabled ex-Servicemen undergoing training at QMTI, Kirkee Rs.900/- p.m.

14.       Cash award to the awardees of Territorial Army Decoration/Territorial Army Medal*.

15.       Financial assistance of Rs. 5,000/- to ex-Servicemen/widows of ex-Servicemen and war widows for marriage of their daughter.

16.       Cash grants, annuity and money in lieu of land to Gallantry Award Winners. (Appendix ‘E’)

17.       Reservation of seats in professional colleges for children of serving/retired/ disabled Defence Personnel. Engg-2%, Medical Colleges –1%, ITI-5% and    Polytechnic-4%. No domiciliary restriction exists.

18.       Reservation of 50% seats in Sri Dashmesh Academy, Anandpur Sahib for boys in all classes with scholarship of Rs. 1,450/- p.a. for children of Defence personnel upto JCO rank and half fees to children of Defence officers  (serving, retired and deceased).

19.       Reservation of seats for wards of ex-Servicemen/serving personnel in various educational institutions.*

20.       Free medical treatment in Govt hospitals, ten beds in T.B.Centre, Patiala have been reserved for ex-Servicemen and 5 beds in each District hospital where the availability of beds is 100 and more.

21.       Reservation for house –site –8% & Houses/flats –3%. Reservation in allotment of plots for Gallantry Awardee – 2%.

22.       14 Sainik Rest Houses in the State. (Appendix ‘F’)

23.       Free occupation of one room in Sainik Rest Houses (not more than two nights in a month) to winners of PVC, MVC, VrC, YSM and Gallantry Awards only.

24.       Rent Control Act and Land Tenancy Act (for serving personnel only) are being amended to facilitate resumption of houses/land by ex-servicemen/Serving personnel.         

25.       Free legal aid for settlement of disputes for income upto Rs. 18,000/- p.a.

RAJASTHAN

General

2.         Reservation in allotment of industrial plots/sheds 2 percent, Salt plots-10 percent, Mines & Minerals – 10 percent, National permit-10 percent and House sites-10 percent & Houses-2 percent. Milk vending Booths-on priority, Fair Price Shops-7 percent.

3.         Stipend of Rs. 250/- p.m. to ex-Servicemen trainees in ITIs.

4.         Cash grant and allotment of land to Gallantry award Winners. (Appendix ‘E’)

5.         Maintenance grant of Rs. 900/- p.m. to the disabled Servicemen undergoing training at QMTI, Kirkee.

11.       Financial assistance to WW II Veterans and widows – Rs. 300/- p.m. who are not in receipt of any pension.

12.       3 seats in Medical colleges, 55 seats in Engineering colleges, 5 percent seats in Polytechnic and B Ed course and 5 seats in each ITI are reserved for wards of ex-Servicemen. No domiciliary restriction exists in the state.

13.       Free medical aid in Government Hospitals. Medical wards have been constructed in civil Govt hospitals at Jhunjhunu with 20 beds and 18 beds medical wards each in hospitals in Sikar, Churu and Nagaur.

14.       House loan facilities to serving personnel/ex-servicemen.

15.       Provision of residential plots to ex-Servicemen at village Panchayats.

16.       Priority in allotment of house-sites and constructed houses. 10 percent reservation of plots and 2 percent of flats for widows and ex-Servicemen.

17.       Sainik Rest Houses in the State.(Appendix ‘F’)

18.       Rent Control act and land tenancy act have been amended to facilitate resumption of land/houses by ex-Servicemen.

19.       Scholarship to children of ex-Servicemen for pursuance of studies from Class IX to Higher & Technical Education.

22.       Preference in employment of two dependents in State Government Service.

23.       Cash grant of Rs. 10,000/- (w.e.f. 01-04-96 and upto 31-03-99)

24.       Bus fare – 75 percent concessions.

25.       Free education upto all levels. Stipends upto Rs. 400/- p.a. school level and Rs. 800/- p.m. college level. This facility is only for dependents of those killed/disabled in 1962, 1965 and 1971 wars.

26.       Irrigated land 25 Bighas in canal area.

Benefits - OP VIJAY

27.       Employment to be provided to widow or her son or unmarried daughter with a right to be exercised by the widow to keep her option for employment open till the child grows and becomes eligible for service.

28.       For permanently incapacitated battle casualties employment would also be provided to himself or a dependent.

29.       Rs. 25,000/- + 25 Bighas of land or 4 Lacs in lieu of land to disabled soldiers.

30.       Following compensation was announced:-

(a)       Rs. 1 lac+25 bighas land in IGNP would be given to the widows.

                                    Or

            (b)       Rs. 1 Lac + MIG Housing Board House.

                                    Or

            (c)        Rs. 5 Lacs

31.       Parents of the deceased to be given Rs. 1-2 Lac fixed deposit in small savings in monthly income schemes.

32.       School going children to get Rs. 1,800/- as scholarship per year. This will be Rs. 3,600/- for students of college, Technical, Medical, Engineering. This scholarship will be given by Education Department.

33.       Free education for children in Government school, College, Technical Education, Medical & Engineering.

34.       A school will be re-named on the name of the martyr soldier.

35.       One agricultural electric connection would be given out of turn by the RSEB for any land which is in the name of widow.

36.       Free Roadways pass will be issued for widow and dependent children.

SIKKIM

General

1.         3 percent reservation in both Group 'C' & 'D' posts. Recruitment rules amended in respect of age and educational qualification of ex‑Servicemen. (State Govt. Notification No. 87/Gen/DOP dated 23 Mar 98)

12.       50 percent interest subsidy on loan ( upto 2.50 lakhs) from Nationalised Banks to ex-Servicemen/widows of ex-Servicemen.
